Will category names with the same name be merged in the ISO and GAME folders?

Using the exact same category folder name in the ISO and GAME folders does not merge (e.g. CAT_01Action Game).
From checking the readme, I assumed this was happening in ME, but it is also happening in Adrenaline.
I would like to confirm if this is a specification or an unfixable bug.
As far as I have been able to find in readme and web searches, I have not been able to find any information on whether or not categories are merged.

Personally, I felt this would be more useful if it were merged, or if the ability to merge was added.
I checked the source code, but could not follow where it gets the category folders and lists them.
If you know, I would like to know that.

Must be a Vita exclusive problem, the categories merge perfectly fine on a proper PSP.

It happens on both Adrenaline and ME. You can set up Adrenaline to auto-boot ARK to solve this.
