list of parameter values for selection should not allow the same value twice

need to check also if there are other lists like this.
It cause ng-repeat to fail. (for parameter its selection that fails)

for now I changed it to LinkedHashSet in CommandParameterInfo. need to validate it is a good solution / or should be handled at the gui also (in this case it was from the api)
