Offer to convert to ILE RPG

When OPM RPG (RPG3) is opened (.rpg, has a unique language ID), we should offer to the user if they want to convert the code to ILE RPG.

@worksofliam I was just taking a look at this one. Similar to #463, I am thinking whether this should just be a command in the pallete or a code action. I guess if it makes sense to perform this on user highlighted snippets in which case code action makes sense. I still need to look into how this command works.

@SanjulaGanepola The CVTRPGSRC command works on a single member and convert the whole member into a new member, transforming all source lines from RPGIII / RPG/400 to RPG IV format. It does not work on a subset of lines. I've used it some decades ago... 😆

Having a command in C4i would be a great help for programmers being so unfortunate to have to work with such old code. Having C4i offering to run the command and show the converted result in a new file would be even greater. 😍
