As with #4, and as suggested in #23 add new endpoint for sending project suggestions per language/level to users. Same functionality and formatting as described in #4 - but with the focus being on exercises or projects a user could engage with to level up their skills in certain areas.

How do we feel about duplicating the /resources setup, in terms of file tree and yml templates?
