Second step of the Pegasus
/certificates/:session_idendpoint migration. This change adds a redirect from the original Pegasus/certificates/:session_idendpoint to the new Dashboard endpoint/api/hour/certificates/:session_id.Links
/certificates/:session_idendpoint in Dashboard code-dot-org#69408
