test: add tests for savings and community services/handlers (large surface, authz logic)

savings/service.go + handler and community/service.go (434 lines) + handler lack tests, including the announcement/like/pin/transfer authz logic.

Acceptance Criteria

• Savings goal CRUD + progress tests
• Community membership/role/authz tests (delete/like/pin/transfer)
• Handler tests
