Since the introduction of 24.2, Cockroach has created "Innovative" releases. These are major versions that can be skipped in the major upgrade process.

For example, in Cockroach, it's possible to upgrade directly from 24.1 to 24.3 and skip the "Innovative" 24.2 release.

However, the operator doesn't currently allow this, and instead enforces a strict +1 version upgrade process.

The operator needs to be adjusted to allow the skipping of Innovative releases.

For reference, 24.2 is the only "even numbered" innovative release. Beyond that, all .1 and .3 major versions will be Innovative (25.1, 25.3, 26.1, 26.3 etc).
