Setup local dev env to have file storage service available

In order to have file storage service available for local development, we want to seed the local db with a site file storage service and enable file management through mocked CF endpoints and file storage.

Acceptance Criteria

• Adds a file storage service to the local seed script
• Add a docker service to mock the cf api calls necessary to get the service instance credentials
• Add a docker service to mock the S3 API for file storage
