Responsive collapse of contact summary tabs #329

When shrinking down to a small screen I think we could reduce the width of the contact summary vertical tabs and remove the text, leaving just the icons and the count. The tabs already have a "title" attribute so you'll see what they are when hovering.

I think it would be preferable to collapse down to a hamburger menu. I'm not sure the icons are distinctive enough, and on a mobile device, the concept of "hover" is rarely useful.

Really (really) like all the work here but shouldn't these all be in core rather then the theme?

@lcdservices I'm working on the icons to make them more semantic, and when that's done I believe this design will be more viable. IMO if we can get good icons, this is a more usable design than a hamburger menu. See civicrm/civicrm-core#13018 and civicrm/org.civicrm.styleguide#22
