Update "incomplete" error message text style in registrar's review and submit sections

Issue description

When users navigate to the registrar's "Review and submit your domain request" page with incomplete sections, the "Incomplete" error message is currently the wrong text style in production. In some cases, the color is #b50909 and in others it is just normal body text. The "Incomplete" error message should be bold and "60-Error Dark" #950e24 .

Acceptance criteria

• Update "Incomplete" error messages on the review and submit your domain request page to bold and "60-Error Dark" #950e24
