P2P explorations

Placeholder discussion to explore, in addition to DOG on top of libp2p, the following:

• litep2p: https://forum.polkadot.network/t/litep2p-network-backend-updates/9973
• commonware-p2p

It would make sense to not reinvent the wheel and re-use off the shelf as much as possible in our net stack.

FYI, we're thinking in the same direction here. I think that libp2p may not always be ideal. I haven't worked out any solution yet, but if I do, I'll make a PR here :)
