Add checks on attributes passed in through URL

Currently there are two parameters that can be set through the URL:

1. databases, which is the name of a properly formatted Database.json file
2. database, which is a URL to a single cinema database to be loaded

The current code does not test for or report on conflicts in these set through the URL.
