Waived Controls tab with positive count is giving 404 Not Found error in Compliance Report screen

Describe the bug

The Wavied Controls tab under the Compliance Report screen is failing with an HTTP 404 not found error.
In some nodes where waived controls have a positive count ie. more than 0, after clicking on that tab the API request is failing with a 404 Not found error. And on UI spinner is spinning indefinitely.

To Reproduce

Steps to reproduce the behavior:

• Login to Automate
• Go to Compliance Tab
• Select a random node with Wavied Controls
• Click on Waived Controls tab

Expected behavior

• If there is any waived control then we should get that control in response.
• The UI spinner should not spin indefinitely. It should stop and show the proper error on the screen.
• Also waived controls tab should show actual count of controls.
