Script template.cgi (renamed and updated for each observation cycle) processes an test file in the Pass_dir named cycle_letter_user.txt.

Suggested Change:
When recreating the letter generator in flask, this application should use the user database app.db instead to find the desired user information. This will involve including an option in the app.db database of the users phone number and faxing information should the letter desire to include this info.
