OpenShelter webservce create a goodjob that checks for latest ShelterMeasurement greated than 30mins old and makes Shelter Marker grey #4

When looking at the map it's not obvious how up to date the data is.
Shelter Signal Location Markers could change from "coloured" to "grey" after N-hours. Kind of like they've gone stale, grey markers would indicate shelters who haven't updated (one or both of) their capacity metrics in some time.
We could use GoodJob to periodically check the age of the most recent ShelterMeasurement for each shelter's Headcount and Bedcount. When we find a ShelterMeasrement.latest that is older than n-hours, we mark it's Shelter's map marker grey.
