I'm testing CH573, when I enable SWD debug with WCHISPStudio, the WCHISP will have a verify failure. I need to flash the chip with WCHISPStudio once before I can use the chip with WCHISP.

The verify failure may be a CH573 restriction rather than WCHISP bug. The failure happens on verifying address 0x00000000. But the communication data packages from the WCHISP is exactly the same except for the random padding, no matter if the the chip is in debug or not.
However, when chip is not in debug, the bootloader return 00 00, but when the chip has SWD enabled, the return become fe 00.
The WCHISPTOOL will erase debug setting once you try to program. So I suppose the chip may not support flash in debug mode.
