[Security] Bump deps for high severity vulnerabilities (#412)

Resolves a number of high severity vulnerabilities.

## Changes

#### Package.json bumps

- start-server-and-test to `2.0.11`
- vite-plugin-pwa to `^1.0.0`
- vitest to `^1.6.1`
- vite to `4.5.13`
- workbox-build to `7.3.0`

#### Resolutions

- braces to `3.0.3`

#### Package.lock overrides

- @babel/runtime to `7.27.0`
- tar to `6.2.1`


## How to test this PR

1. Do the tests pass?
2. Does the library still load normally?
