Unable to run website locally

I'm trying to contribute to the website, following the steps in the README to run the website locally, but I seem to be stuck. I've logged in to gcloud on a personal account, but because I'm not a member of cLabs, I'm not able to successfully run yarn run keys:decrypt. Thus, when I try to run yarn dev, I face one of a number of issues (depending on the typescript version I have installed).

Is there any way I can get the website running locally without gcloud cLabs auth?
