Add RPC method to BeaconKit for rollup block inclusion in Celestia #202

Context

Stand-up from @tuxcanfly

Problem

The evm-prover needs to query if a rollup block was included as a blob on Celestia.

Proposal

Add an endpoint to BeaconKit to service this query.
Create a new BeaconKit Docker image
Upgrade to it in this repo
