Describe the bug
On mobile, the tooltips (when visible) in the Mods Table and Maps Table don't scroll up and down with the table.

To Reproduce
Steps to reproduce the behavior:

Go to "/mods" on Android Chrome
Click on any cell in either table that will pop-up a tooltip
Scroll the table up or down
The tooltip doesn't move with the table.

Expected behavior
The tooltips should move with the table and stay with their row.

Additional context
Fixing #765 should fix this issue as well. If this can be fixed on its own in the meantime, that would be ideal.
