handle ES refresh-intervals

We should probably set refresh-interval of ES indices:
- performance will be positively affected
- there is no need to have a refresh-interval of 1s if the step is 1h

It could be computed as follows:

```
refresh-interval = lowest_possible
                 = step(next-archive)
```
