告警恢复的步奏是否可以不执行自愈脚本，因为服务已经恢复正常了不需要再次执行自愈脚本了

目前可以在自愈脚本中加一个逻辑判断，如果告警事件的 is_recovered 为 true，则不做任何操作

stdin里没见有这个值
