The activation rate is stated or implied differently across three sources in this module:

Scenario briefing	45%	Stated directly ("stuck at 45% for 6 months")
activation-funnel-q4.csv	28.8%	2,880 completed first task / 10,000 signups
taskflow-usage-data-q4.csv	32%	80 users with first_task_completed / 250 total users

None of the three numbers agree with each other.
