Can't use the container as non-root from a windows host.

This chapter in the documentation only provides a workaround for people in a Unix environment, rendering the image unusable on Windows hosts.

It isn't clear if this isn't supported for windows hosts, or for windows containers, but in most settings we can't build or use the image as a root user.
