Exploration complete immediately #29

I used TARE planner with my real robot based on A-LOAM, I run the launch files below:

roslaunch vehicle_simulator system_real_robot.launch
roslaunch tare_planner explore.launch

and resived these outputs at one time:

Exploration Started
Exploration completed, returning home
Return home completed

the robot didn't move at all, but the terminal says "the exploration completed". What's wrong?
