It's a bit too easy right now to bootstrap a network with a Daml version that is not stable and then only discover that on the next upgrade when things explode.
Not sure it's actually worth doing anything about it since it's quite rare you want to bootstrap a new long running network but we did hit exactly this in the dabft tests.
