Please describe the scenario where the new feature would be useful

Sometimes tests start failing when a new version of a package is uploaded.

Describe the solution you'd like

For tests that depend on the state of the archive, we can use apt snapshots to make sure that it archive changes don't break our tests.

Current behavior

Currently all tests use the normal, always updating, ubuntu sources.
