Oracle virtualbox cloud-init failing

Team. I used to do cloud-init with oracle virtualbox. I appreciated working with it so much that I went ahead and wrote a blog post. That blog post is here -> https://blog.deostroll.in/2024/02/so-i-think-i-figured-cloud-init.html

Apologies for the shameless plug. But at present my real issue is that those steps I documented doesn't work any more! Please guide what I am doing wrong. Also in this case how do we properly troubleshoot what went wrong. Given I work with these tools what is the recommended development/testing/debugging workflow.
