Push devenv container to ghcr #1728

Hi,

It looks like the only source for the devenv container is: https://hub.docker.com/r/nixpkgs/devenv/tags

It seems to take quite some time to update as 1.4 is not available yet

It would be great if the devenv container was offered via ghcr just like de devcontainer currently is.
