Are all structure fields 'Export'ed even if they are part of a by-value parameter that should otherwise be 'Import'ed?

struct Foo { int x; };
void foo(Foo f){}
abi_typelocation("lib.so","foo3F","Export","Integer32","%rdi").
                                   ^----- should be 'Import'?
