The inject standards command should be implemented as a Claude skill rather than its current implementation.

A Claude skill would offer the following benefits:

• No pre-emptive execution interruption: You wouldn't have to pre-emptively stop Claude's execution to inject standards
• Greater portability: Making it a Claude skill would make the functionality more portable and easier to integrate across different contexts and workflows
