D6: Lift Sandi/Olsen checklist into .claude/CLAUDE.md

Currently the Sandi POODR + Olsen Eloquent Ruby checklist lives only in `.claude/CLAUDE.local.md` (gitignored). SABER has its checklist in the public `CLAUDE.md` so anyone (or any AI agent) reading the project can apply it.

Action: lift the `Sandi check` / `Olsen check` sub-sections from `.claude/CLAUDE.local.md` into `.claude/CLAUDE.md` so the public project doc mirrors SABER's depth.
