Purpose:
Create an index file listing every FAQ question with a link, functioning as a table of contents.

This file should cover:

• Group questions by audience (sender-facing, recipient-facing, contributor-facing).
• Keep this index itself free of any actual answers — it should only route readers to the right entry.
• Note that new questions should be added here as they come up in support conversations or contributor questions.

Scope: documentation-only addition to a new, standalone folder. No changes to frontend/ or mobile/ are needed to close this issue.
