Closing per the approved PR triage. Although this CLI-only TypeScript 7 bump passes in isolation, it would leave the monorepo on a split TypeScript toolchain and overlaps the failing full migration. We should replace the set with one coordinated TypeScript 7 + @typescript-eslint migration.
