Move Completed Downloads

Hi, I realize this could maybe be done with DoneCmd, but I'd really, really love to just have this be a built-in feature. Countless scenarios rely on a torrent being able to be finished before existing in a certain place in a FS for another tool to pickup.

Further, having it be a first-rate feature means there's hope for being able to move the completed download, without necessarily preventing seeding from continuing.
