This is the M2 gate. If it does not pass, nothing downstream is safe.
Done when, on testnet, in one run:
- A bounty is funded and published with prize floors
- The pool is topped up mid-campaign and no advertised prize changes
- Winners are announced in two separate batches, not one
- Both winners claim successfully
- A payout below a floor is rejected
- An over-allocating second batch is rejected
- Leftover funds return through the cancel path
