Add option to disable auth for local development or self-hosting

Blocked by #140. To avoid contributors to have to set up WorkOS env values, we should have some sort of flag that seeds a blank user and disables all the WorkOS logic.

I was going to work on this but the workos stuff is so deeply integrated that it's hard to seperate it out... going to let you handle this lol.
