Fn idea: Implement "Oblique Strategies" as a Gilda command

The Oblique Strategies, originally created as a deck of cards, were designed to help foster creativity. When you got stuck or were out of ideas, you could draw a card with a suggestion on it. Most of the suggestions are short text phrases, so it would be feasible to have a static json file of these and then use a fn to randomly call one when, for example, someone said "@ Gilda I'm stuck".
