Bots have interaction range issue

Again. Haven't we squashed this bug 3 times already?

Near quest giver or vendor. You accept quest, all/some bots do as well. May fail without warning. Same can happen with vendor, sell command given but will not sell or move within range of vendor.

Can only assume both issues are related and at the source is the interaction range.
