Meeting starting time showing in UTC time, not local

Describe the bug
When a BBB meeting ends, it will show the time the meeting began. This time is shown in UTC time, which is confusing for some of our users.

To Reproduce
Steps to reproduce the behavior:

1. Start a BBB meeting
2. End it

Expected behavior
Show the meeting start time in local time, same as Mattermost is configured to show
