[Bug] Scroll bar on the message preview does not respect "Always Show Scrollbars" setting in Windows

Describe the bug
When the "Always Show Scrollbars" option in Windows Accessibility is enabled, the scrollbar on the right of the message preview pane still auto-hides.

Expected behavior
The scrollbar should respect the Windows setting.
