Create client toggle for light/dark mode

Create a toggle in the client UI for light and dark mode. Ideally, remember user selection for next time.

If we did save that I'd probably do it in local storage.

My personal belief is that people who prefer dark mode will just set their whole computer to dark mode, and the app would pick that up, which makes a toggle less important. Do you think it's common to mix and match?

I think mixing and matching occurs in two scenarios in my mind:

• testing (this is not important enough)
• user is not served in some way by the light mode or dark mode in a specific context, and wants to switch to see if the issue is resolved by the other mode

I also assume that standard preferences will just apply to the whole system. But I don't know how much I trust that assumption.
