Add section in the documentation for clock setting and remove hardcode for timezone

It is indispensable to add in the documentation how to set up the timezone, ensure that the clusters are with the clock synchronized with the machine where monitor is deployed, etc.

After that, remove in spark_progress the hack to always use America/Recife.
