Our first pass at a metrics dashboard has empty states display per card/chart. Lucia worked on an alternate approach that shows how empty states could display for the entire dashboard or section in a dashboard. When discussing this approach with other UXDers who work on charts in clouddot, this approach is consistent with their implementations.
