turrets should probably not always repair structures designated for reclaim #8108

Description

  1. designate commander to reclaim a t1 lab
  2. there are con turrets next to the lab
  3. another unit walks into the commander and pushes it away from the lab, OR "bugger-off" triggers when a third unit tries to build something where the commander is standing, so that lab is out of reach, commander stops reclaim and starts pathfinding back to the lab
    => immediately, the 2 con turrets will start repairing the lab, "undoing" the commanders reclaim progress

Expected Behaviour

perhaps, if a unit has missing health AND there is another of my own units designated to reclaim that unit, block any other units from auto-repairing this unit.

I dont know if it makes sense to distinguish from "enemy damage" and "allied reclaim progress"

Actual Behaviour

unit is being repaired until reclaim continues
