Rewrite setup instructions to use conda #27

Not running in a conda env is forcing users to use sudo in the rllib setup instructions. This is not good as you wind up having to use sudo in your runs.

We should indicate to users that they should use a conda env and that failing to do so puts things out of our hands.

Additionally, we should fix on a python version for this env
