Allow file-uploads to an incident.

This is just "big thinking" here; but, Firebase allows for file-uploads (via Google Storage). It would be kind of awesome to allow images (screenshots) to be associated with an Incident such that they could be included as assets in the future RCA.

Would probably require some degree of Authentication so random people don't upload garbage. But, it could be light.
