Move EV Charging schemas from Beckn core to DEG repo

Description

EV Charging schemas should be moved out of the Beckn core repository and hosted under the DEG repo (github.com/beckn/DEG) as a domain-specific extension.

While doing this:

• Ensure no breaking changes for existing adopters
• Any existing schema URLs currently used in the core repo must continue to resolve (via redirects, stubs, or clear canonical mapping)
• Update references/docs to point to the DEG location as the canonical source

This is a structural cleanup to keep Beckn core domain-agnostic while allowing EV Charging schemas to evolve independently.
