Merge action to check for broken links in DEG markdown files #163

- ensure that scripts/check_all_links.sh has no false positives. So no "path_to_example.md" etc., files not committed to git, and http urls which block automated programmatic queries (and ask for proof of humanity).
- implement a merge action on DEG repo which fails if any link is broken.
