ZEVA 2 - Compliance Calculator BCEID user

Describe the task
Create a Compliance calculator for BCEID users, similar to the calculator in ZEVA 1.
Functional behavior / logic must be identical to ZEVA 1 (same inputs, calculations, outputs etc)
Visual style and details will be differ and are described in the separate design ticket

Purpose
Enable user to calculate compliance directly in ZEVA 2

Acceptance Criteria

• The Compliance calculator is available on compliance reporting page as a separate tab
• Calculator behavior matches ZEVA 1
• UI implementation follows the design specifications described in ticket 259
